A new vision for agriculture
momagri, movement for a world agricultural organization, is a think tank chaired by Christian Pèes.
It brings together, managers from the agricultural world and important people from external perspectives,
such as health, development, strategy and defense. Its objective is to promote regulation
of agricultural markets by creating new evaluation tools, such as economic models and indicators,
and by drawing up proposals for an agricultural and international food policy.

Russia will limit its grain exports

Faced with the collapse of the rouble and its consequences on the rise in wheat prices on the Russian domestic market, despite an abundant historical harvest 105 million tonnes, the government has just introduced new provisions applicable on 1st February for an export duty aimed at reducing grain exports. Russia is setting a tax at 15% of the price per tonne plus 7.5 euros, but no less than 35 euros per tonne. The government of Dmitry Medvedev hopes to boost supply in the domestic market and lower prices, which are experiencing record inflation, heightened by the embargo imposed by Moscow.

The reaction on the world market did not take long: Wheat prices jumped more than 4% on the commodity market in Chicago mid-December. Long-term, these restrictions would create a shortage of 7 million tonnes of grain on the international market.

The forthcoming implementation of these tariffs is perceived abroad as a risk for future embargo, as that imposed in 2010, despite denials by the government. But this decision is a concern mainly for Russian farmers who fear a decline in their income. The danger of a protectionist retreat is today real and will be disruptive not only for Russian agriculture but for the stability of international markets.

Russia, like others, must stop their chain of stop and go policies, as the complexity and inherent volatility of agricultural markets calls for more flexible measures at both the political and budgetary levels, framed by world governance for food and agriculture.
